Yes but it also says that they were targeting adults that offered money to minors...so who really knows.
I remember when I was a boy I was strictly forbidden from going into Lafontaine Park or, strangely enough, Complexe Desjardins where I was always told lurid men hung around just waiting for little boys like me.

Funny, I remember being told to stay away from Alexis Nihon Plaza (specifically the washrooms) because "they kidnap kids for white slavery".
